Seamus Duggan, Head of Tactical Intelligence, EMEA, Control Risks

Based in Control Risks’ Johannesburg office, Seamus provides political, operational and security risk analysis on Southern Africa. Seamus speaks regularly to the media on developments in the region, travels widely and maintains a strong personal network of sources. 

Seamus also has responsibility for client liaison in the region, designing and delivering bespoke consulting engagements for companies looking to expand within or into Southern Africa. Seamus has particular experience advising clients in energy, but he works on a broad range of sectors, and on topics including integrity and compliance issues, operational and reputational issues, and factors influencing policymaking. 

Prior to joining Control Risks, Seamus completed a doctorate in International Relations at the University of Oxford. His research focused on how pan-Africanism shaped responses to conflict resolution and continental integration, with a particular emphasis on the roles of, and relationship between, South Africa and Nigeria. Seamus holds a Master’s degree in International Relations from the University of Oxford, as well as a further postgraduate degree in International Relations and an undergraduate degree in Philosophy, Politics and Economics from the University of Cape Town.
